I think it's common for a speaker, unchallenged, to assume consent in that situation because that would provide a win for him. But the set of possibilities is greater than one. Silence could also mean, for example, boredom, exasperation, the courtesy of offering the last word, or simply running late for a meeting.
If one has no objection to x, One agrees with x
The world of ideas is richer and more subtle than that. Definitely not binary. Were it not so, there would not be some many different words for ways of having no objection to something.
