That's what I concluded after listening to Trump's answer on child care. It was perfectly intelligible. She was asking for a detailed law or something on child care expenses and what tax deductible details and down in the weeds.

There is a thing called word salad. But that was not an example. Neither were some examples given when Kamala and DementiaJoe 10% Big Guy have been accused of word salad. Listening for meaning is essential as speech is often a bit disjointed. I've often found DementiaJoe intelligible, though he does have mental failures often. Kamala is also generally intelligible. Crazy and absurd, but intelligible nevertheless. Her cackle seems to be a grammatical feature that means "The aforegoing was a bunch of words that my internal large language model dropped out at the time. Those words don't bear any relationship to reality, so let's just have fun. Girls just want to have fun. Now let's kick up our heels and have fun with lots of lovely opm".

People just like using the expression "word salad".
