You think it's a crap shoot. I doubt that.

Extraordinary people are rare and they pop up in extraordinary places. They are as likely to have strange names and pop up in ghettos as not. Don't forget, the Irish were once considered to have come from lousy places and degraded the population.

In 1974 a polite queue at a bus stop was still normal.

Different places have different customs. I was stunned when in China by the way people move more like a school of fish rather than queue up when faced with a bottleneck. Yet Chinese Americans queue up just like everyone else. I have not seen a that custom change here.

There is a common idea that more people = economic growth, economies of scale and good things in general. So open the gates and let hordes food in.

That ergo of yours makes no sense. Passivity is defeatist. If you want more people and there are willing comers, you pick and choose.

I would not only allow but recruit the best and brightest from all over the world, as many as we can get. (That's "America first" before the tag got distorted and corrupted.) And I would use models to determine the optimal number of filler entrants and pick the most earnest, motivated, and energetic from among them, again from the greatest variety of places (to optimize both diversity and potential for assimilation).

Hopefully the powers that be will cut the crap and do immigration reform legislation to that end.
