There is also a reason it only applies to people in the USA and to the government; it's not in the Constitution of the World. Americans don't get to take it abroad. When you're in a foreign country, you have to follow their rules or suffer the consequences. For that matter, it doesn't even cover SI. People get put in SI jail or totally banned by management because of what they say. If fact, it doesn't even apply to this thread, since 31 individuals of ill repute are banned.
