He makes mention of a possible escalation agreement between the US and Russia on Ukraine.

After the US declined Russia's request for a security guarantee in mid-December 2021, the two sides worked out an escalation agreement before the war was to commence. There have been mentions of it in the past, such as the October 2022 NYT op-ed article on US escalation in Ukraine and the seeming inability or unwillingness of Russia to match US/NATO actions. Not long after the report, Putin gave a national address on a new partial mobilization of 300,000 men.
