Certainly the 386SX was foisted on the public

At the time real 386's were available. Anytime you give the public a Braindead CPU you violate Moore's law to give yourself a profit. Some poor kid ends up with a machine that can't do what he thought it could for his budget.

As to customer choice. IF Intel were not a monopoly then there would be customer choice and noone would build a system with a Braindead CPU and foist it upon the public to please their sole supplier. Hopefully CPQ will know better.
