California's problems are cultural, not structural, and that cultural rot is deeply entrenched. IMO, CA's biggest problem is that it's just too big and too diverse. Splitting it up into three or more somewhat culturally homogeneous States would make sense, but It's not in the cards. I lived in southern California for around ten years, but spent very little time in the Bay Area, so I really can't hold an informed opinion on your article. I'm more familiar with rural CA than SF and can commiserate with their frustration at being dominated by the clownish legislature in Sacramento..
