Your with an ISP aren't you? In my area I've known people who change ISP's and discover some ISP's are substantially faster than others. It comes down (but certainly not only this) to too many active accounts for the amount of bandwith the ISP has. Recently my ISP added additional bandwith and new lines and things are typically flying along real good. It's strange, when I worked at USR/MCD there were times (when everyone was checking the stock) when my analog Courier at 33.6 was faster loading up a site than the T1 at work.
I had my kid simultaneously load up the same sight and I was amazed at how slow a T1 can get.

Does your ISP have it's own newsgroup or an area on their web site where users can converse? Perhaps your ISP is overloaded and other users may be experiencing the same problem. If you don't already know you could ask your ISP how much bandwith they have and how many users then figure out (roughly) if they are at a point of saturation. Do you get a lot of busy signals?
