After listening to this speech, Kruschev called the US ambassador to say, "I want to make peace with that man." He meant what he said. A short time later this treaty was signed in Moscow. Five months later JFK was killed. Other treaties were being discussed when JFK was killed because the Neocons and the military-industrial complex desired a continued arms race and a hostile relationship with the USSR.
The Test Ban Treaty was signed in Moscow on August 5, 1963; ratified by the United States Senate on September 24, 1963; and entered into force on October 10, 1963. The treaty prohibited nuclear weapons tests "or any other nuclear explosion" in the atmosphere, in outer space, and underwater. In Dallas Texas, on November 22, 1963, John F Kennedy was killed.
