California about once every fifteen to twenty years floats the idea of tapping into the Columbia River.

Isn't going to happen for a couple reasons.

Physics, cost.

If you look at all the possible paths to pump water (and I do emphasize pump) south in the end it eats up a LOT of electrical power.

California for example burns up to about 17% of it's total electrical power consumption within the state to just move water around.
