Both sides played the double game as it was basically out in the open. That gave Hamas a measure of confidence that there would be a reprisal for the October 7 invasion, but they were clearly surprised how many hostages and victims they scored due to the willingness of Israeli authorities to block out the facts observed on the border and overrule the kibbutz' local security officials' concerns.
