The Federal government pays for your college education if you are really poor. In the 1990s, that meant you got Pell Grants if you were below the financial threshold, below 32-33K a year. not in all private universities, of course, but in State Universities. Even the elite Ivy league universities gave away free tuition to about 10% of their students based on financial hardship. I got plenty of kids free tuition who came from poor families.
