If you're looking for sheer cheapness AND political stability, I really recommend looking at the UK markets. Don't bother doing what most investors are doing with China and looking at the big names - UK big names trade at US multiples (it's ridiculous) without the results to justify it.

But companies listed on the AIM have truly been left for dead. From the surface level digging I've been doing, I'm very excited. In fact, I was up all of last night finding loads of names that are trading very closely to tangible book with decent earnings.

My main problem is I cannot find a decent UK stock screener that's free. May have to look into buying one, but until I'm sure I cannot find cheap stocks another way, I won't.
