I'm pretty sure the major ins companies do not do that. Think State Farm and Allstate. Their adjusters, for the most part, truly do a good job and want to do the right thing, not just because they should "do the right thing", but because it's also good business to maintain customers. But the major companies are no longer available in some of these high risk states like FL, so the smaller less reputable companies move in.

It seems FL is a hotbed for this type of fraud.
