I presume you are configured to prevent either all or all third party cookies. The advertising cookie inquiry is required by law in certain regions, so that you can indicate your preference as to whether advertisers are allowed to set targeting cookies on your system. What country are you in? There is no way for the system to know/remember that you've made an election if you don't allow any cookies whatsoever.

If you are hard-set on disallowing any cookies, perhaps you might try enabling third-party cookies long enough to make an election, before disabling them again? Just a thought.
