And on what basis, precisely, did you determine that the ranking has anything at all to do with the policy? How do you know that CA's excellent ranking wasn't based on some other criteria, for example, like climate?

For example, in the Pandemic of 1918, it was found that the pandemic was worse above the 37th parallel vs. beneath. That led to the discovery that certain wavelengths of UV would reduce the likelihood of spread of the virus, but it was 20 years after it was over before they concluded it.

Which also applied to COVID.

So, you really don't know what caused anyone's rankings, do you? We know masks don't do anything. There is no evidence that closing businesses have anything to do with it. It could be anything. Unless something has been actually tested. And even then, we can't rely on such testing at this time. Anything done up until maybe a year ago is suspect as to veracity.
