What other evidence is there that the tyrannical treatment of business in California saved lives? This ranking is it?
California's business climate sucks. That didn't change. So that isn't a factor.

California shut down pretty quickly. We in Santa Clara County was the first in the nation to issue a "shelter in place" order. Newsom quickly followed suit with a statewide "stay at home" order.

New York was a week late in shutting down. Dicktator Cuomo was in denial over the need to shut down until it was too late. (Then he did that nursing home thingy, which he then covered up, but that's another topic.)

The results speak for themselves. California, once the original Ground Zero for COVID-19 infections, slowed the spread early enough. New York did not, so it became the new Ground Zero.

Later on, when California and New York adopted strict measures, the "red states" chose to be more loose in their restrictions. That led to the "red states" overtaking California and New York in COVID infections and deaths, despite them having lower population densities and therefore naturally lower chances of transmissions.

It's a trade-off between economic activity and saving lives, and it reflects values just as much as it reflects policies from state to state.

Of course, it's hard to argue for sacrificing lives just to keep state economies going, so that where denial comes in. And I'm seeing a lot of it coming from you and the rest of the Q Continuum.
