What may end up forcing the compliance of the local phone companies is the roll out of LMDS (sp?) service. The FCC is auctioning off the largest spectrum allocation ever with the purpose of enabling wireless competition to local access. Its too early to tell how this will play out but the technology, product development and standards have been established well enough to make wireless local access the lowest cost and most flexible solution. This will still require a huge capital investment. What remains to be seen is how far outside of the densely populated areas of the country and the business sector this moves over the short-term. The plums for wireless hook-up is the business sector.

The bells have been excluded from direct participation in the auctions. Maybe they will get the message when they get beaten over the head with a sledge hammer.
