Those are not the choices, as I pointed out. There can be lots of reasons for the differences among states, some luck and others not.

But it has not been shown convincingly that the harsh shutdown of California was in any way helpful with COVID or responsible for the number of Covid deaths.

Do you know that California has the lowest percentage of smokers of ALL states except for Utah? And the median percentage is 5 percentage points higher than California?
