CPE stands for Customer Premises Equipment (generally owned by the customer)
CLE stands for Customer Located Equipment (generally owned by the carrier)

Both terms used by service providers

IP and ATM are not mutually exclusive, iMCI advertise a maximum 4 router hops for higher performance - this is achieved by having the core of their IP network switched over ATM. the telcos gain large operational savings by consolidation of transport over ATM - it's why they and the ITU developed ATM - they may however PRESENT other services, e.g pure IP service that actually runs over ATM
