In retrospect you were clearly just using my post to try to make a simplistic political comment, so I will piss you off by giving a serious answer, albeit not the one you anticipated.

The reality is that during a massive emergency like this, no one institution is going to be able to deal with it alone. It's an all hands on deck situation.

Let me use the example of wildffires. When we had a record breaking fire year last year in BC, at different points the province had help from thousands of firefighters from Australia, New Zealand, Peru, Mexico, the US, and other Canadian provinces. It is also common that during quiet periods,here for firefighters from BC to help out in the US and Australia.

These kinds of situations require a collective effort, not the kind of petty political squabbling you prefer.
