Don: Regan tried to cut expenses but was never able to get any through congress. Tip O'Neill went along with the tax cuts but not any expense reduction. The Senate and House were Democratic controlled for Reagan's first tax cuts and after that there were tax acts that increase taxes. In fairness I doubt too many Republicans were on board for any expenditure cuts.
