The point of the compact is to usurp the votes of some states under the rules set out in the in the 12th Amendment, isn't it?
I don't know. If the states can assign electors the way they see fit, they can certainly choose to assign them based on the national popular vote instead of their own state vote.

But that really depends on whether any given state is willing to give up their sovereignty to the popular vote.

Hard to believe that California, for example, would be fine saying, "Well we voted for Harris, but since Trump won the popular vote, we will award all of our electors to him."

That's the whole point. Democrats are so used to winning the popular vote, they see the Electoral College as a "Republican" thing. Some even believe that it was meant to preserve slavery, even though the EC still remained after slavery was banned.
