Like indigenous peoples in many places across the globe, there are some communities that are not interested in entering a modern economic system. In these cases, they are less interested in improving health, education, and living conditions than in maintaining their traditional ways of life (or their newly adopted "traditional" lifestyles). To many of these people, development of natural resources on their lands is a violation of a scared trust, as is altering the landscape.

I know. I've lost money betting on potential mega mines in a couple of parts of South America. In one case, the local Indians voted no. They wanted no changes in their traditional way of life - subsistence farming. In another case, where a mega mine could have improved the lives of indigenous peoples, the ruling class voted "no" because they didn't want their ski resort provincial government center views disturbed some 40 miles down slope. Economic common sense does not always trump what people want - no pun intended.

I could write a book on about how anti-industry groups in the US and Canada have successfully crushed efforts that would have been stupendously beneficial if allowed to proceed. I suspect that next year, some of these efforts will be revived and will proceed, though our Indian brothers will still chart their own courses.
