Your interpretation is totally incorrect. Brinker has maintained a one hundred percent invested bullish position since the Dow was at 2300 in 1990. He has never ever waivered in this view and has told his subscribers to remain fully invested at all times. He projected the short term pullback last autumn and the rally in February 1998 as conditions fell into place.
