My recollection, from the Preamble, was something like this --

The original purpose of the United States government, as outlined in the Preamble, was to:

  1. Establish Justice: Create a fair legal system.

  2. Insure Domestic Tranquility: Maintain peace within the country.

  3. Provide for the Common Defense: Protect the nation from external threats.

  4. Promote the General Welfare: Ensure the well-being of all citizens.

  5. Secure the Blessings of Liberty: Protect the freedoms and rights of current and future generations.

Madison's meaning of the "General Welfare" clause was limited and in fact he spent the rest of his life speaking to that point. This was not some kind of grant of power to build roads or hospitals by levying taxes on the people, none of that. And it was never about doing anything for a "person", which is what our government [poorly] does today.

There is simply nowhere in the Constitution, that I know of anyway, that suggests there should be a Department of Education" that controls or even influences education in the [now] 50 states. It was entirely a local function.

You may think it is nuts, but the Constitution is the rulebook.
