With all due respect, you are not qualified to make that assessment.

Do you know that rich kids start kindergarten two years ahead of poor kids?

Think what that does to poor kids! They start out at five years old and notice all these kids they think are smarter than them, but really it is just becasue their parents could afford pre school.

All five year olds are innocent and it is not only in the best interest of society to level the playing field, but it is also the right thing to do to help the children.

The most important thing we can do right now is provide free pre school for all kids in America, and a hot lunch!

The Department of Education, among other things, studies these sorts of issues.

And now in the age of AI it is more important than ever.

We are NOT born knowing how to think abstractly, we have to learn that, and knowing how to do that is essential for civilization!

Education is managed at a local level and each state and municipality has a dept of Education.
There's no need for a federal one.
