Abu Bakr al-Baghdadi is the founder of ISIS.

In 2011, al-Baghdadi sent one of his trusted lieutenants, al-Joulani, to Syria to found a branch of Islamic State (formerly Al Qaeda in Iraq) in the northern Syria area then controlled by Syrian "opposition".

ISIS and al-Joulani had a common goal with US and Israel of deposing the Syrian government. And although al-Joulani had been severely sanctioned by US government as terrorists, US protected al-Joulani's enclave in Idlib in 2018-2020 from being subdued by Syria and Russia. US officials appear to have remained in close communication with al-Joulani, whose militias were well-armed and well-financed.

Thirteen years later, armed by Turkey, US and Israel, al-Joulani is master of Aleppo and Idlib.
