The Russian nonchalance about losing their Syrian naval base may be explained by this change in doctrine. Naval forces, except for submarines, are increasingly irrelevant. They are too easy to target and destroy. Risk/reward/cost of carriers is ridiculously skewed in favor of not making them part of any navy.

Putin may want to sell the giving up of the abandoned Syrian base as a diplomatic signal that he is willing to make serious concessions in Ukraine. A cheap gesture with only sunk costs lost.
