For years, Israel covertly provided medical aid, weapons, and even paid the salaries of Jihadis in Syria, including Al-Qaeda

This relationship first became known when it was revealed that Israel was providing medical aid to anti-Assad fighters. Israel portrayed this as a principled humanitarian response but it turned out most was given to fighters from Al-Nusra front, the Syrian branch of Al-Qaeda. A former head of Mossad acknowledged this was motivated by a "tactical consideration" as Israel was “not specifically targeted by Al-Qaeda”.

But Israeli support went well beyond medical aid. Foreign Policy magazine reported that Israel had funded “at least 12 rebel groups in southern Syria”, as well as providing machine guns, mortar launchers and vehicles, and even paying the salaries of Jihadis

Israel also carried out numerous airstrikes in the region which exclusively benefited groups like Al-Nusra front. In one incident, Israel responded to some rebel group firing rockets into the occupied Golan Heights by launching airstrikes on Syrian army artillery positions. Some in Syria joke: “How can you say that Al-Qaeda doesn’t have an air force? They have the Israeli air force”.

Israeli leadership also saw the emergence of ISIS as a positive. A think tank contracted by the Israeli government and NATO advised sustaining ISIS, arguing that stability in the region was bad for Israel.

Naftali Bennett, Prime Minister of Israel, told Israeli leadership that the emergence of ISIS gave them an opportunity to secure their annexation of the Golan Heights.

Israel fulfilled multiple strategic goals:
  • Weakening Iranian and Russian influence in the region
  • Dragging its enemy Hezbollah into a costly fight
  • Solidifying its hold on the occupied Golan Heights from the claims of the Syrian regime
