The underlying assumption is that China and Mexico aren't trying hard enough to stem the fentanyl crisis.
There is no such thing as "try hard enough," because China and Mexico cannot control our own demand for that shit.

Wherever there is demand, there will be supply.

And fentanyl is stupidly easy to smuggle in, given how little of it you need by weight and volume in order to kill thousands of people.

We couldn't do it when we waged a war on cocaine, even though the supply logistics thereof were much easier to track and disrupt.

How are we supposed to do it with fentanyl? You think Trump will find a way? Doubtful ...
