A few more thoughts on ACT.

Advantages

Low impact way to get signal on air. Cuts around tower wind loads, zoning problems etc.

Flexibility in power ratio, you can add power amps and adjust the NTSC to ATSC power ratio as desired. (There must be a practical limit to the power difference based on IM products, but I'm not sure what it is.)

Simplifies hardware by combining signals at low levels, cutting out high priced components. This is only an advantage when trying to share feedline and antenna.

Disadvantages

Using same antenna limits flexibility for adjusting pattern easily. Some bright antenna engineer might come up with a solution.

Single point failure. I would be uncomfortable trusting a single transmitter for both signals, if I could spread the risk.

I see ACT positioned best to serve as an interim solution. It gets a station on the air with an adequate signal with minimum dollar impact while the whole industry sorts out the business model.

I'm not sure I agree that a station is "compelled" to get ACT. If they have the luxury of putting up a new tower site, they don't need it at all. I doubt that many stations are in that situation.
