This is an issue on both those charts, INTC and ASML. They both are technically on sell signals already because they have done a 3 box reversal of a "high pole", which indicates a reversal of the trend, but also break a minor support level. As a result both charts are already on sell signals not buy signals. INTC if it can reverse up 3 boxes would have seen a triple bottom and therefore an early buy signal. I need to do some more research. Either their definition is unique to them or something is wrong with what they are including which means the indicator is wrong. Do you know if there is another source for the bullish percentage indicator? i am not a PnF expert either. I just know the basics and this does not seem right.
