'Winston Churchill, May 13, 1940, first speech after becoming prime minister on May 10'
' The era of procrastination, of half measures,... of delays, is coming to its close.
"It must be remembered that we are in the preliminary stage of one of the greatest battles in history.... Many preparations have to be made."
Leon Kappelman is one of the most important authorities on Y2K and its consequences for society, IMO.

Computerworld, Feb. 16, page 37; and at www.computerworld.com: "Don't look to lawmakers for year 2000 relief" is a reaction to the proposed California y2k bill with some positive and productive alternatives to such legislatively protected irresponsibility.
But since writing that piece just a week or two ago, I have become aware of similarly preposterous, short-sighted, legislative efforts in at least a dozen states. Moreover, in no less than 30 states insurance commissions are considering or have already approved various y2k exclusions.
This would all be no more than background noise if everyone was busy dealing with resolving y2k problems. They are not.
"Owing to past neglect, in the face of the plainest warnings, we have now entered upon a period of danger.... The era of procrastination, of half measures,... of delays, is coming to its close. In its place we are entering a period of consequences.... We cannot avoid this period; we are in it now.... Unless [we all] resolve to find out the truth for [ourselves, we] will have committed an act of abdication of duty without parallel." Winston Churchill, Nov. 12, 1936, during a House of Commons debate regarding national defenses. [Please note that in this quotation that "we all" has been substituted for Churchill's words "this House" and verbs and pronouns adjusted accordingly]
"The situation is a grave one ... and it would be a fatal error on our part not to acknowledge it. I try to get the facts, because unless you really face the facts you cannot overcome the difficulties.... There is a grave case for pulling ourselves together." David Lloyd George, May 7, 1940, during a House of Commons debate following the disastrous Norwegian campaign.
"It must be remembered that we are in the preliminary stage of one of the greatest battles in history.... Many preparations have to be made." Winston Churchill, May 13, 1940, first speech after becoming prime minister on May 10.
Onward to victory!!
