How do the salaries get increased? How do the yearly costs get applied? Does the State Department make those decisions? Would legislation have to be passed? Where does the "yearly cost" revenue go? Hopefully NOT to universities - they'd then be incentivized to get more revenue from more work visas which would come from more student visas. All to the detriment of prospective American STEM students.
