Russian President Vladimir Putin apologized to Aliyev by telephone on Saturday for the “tragic incident” near Grozny but refused to accept responsibility.

The plane was diverted from its Grozny, Chechnya destination midflight and crashed near Aktau in southwestern Kazakhstan, about 270 miles across the Caspian Sea.

Aviation experts have said said the visible damage to the aircraft and sustained by passengers inside the plane was more consistent with an impact of shrapnel from a small surface-to-air missile such as the Pantsir system that Russia uses.
