Azerbaijan's President Ilham Aliyev told his nation in a televised address tonight on Sunday,

“Azerbaijan Airlines Flight 8243 and several of its passengers, suffered injuries from shelling while flying in Russian airspace and was rendered uncontrollable by electronic warfare.”

“I am upset and surprised that Russian officials put forward specious causes instead of promptly taking responsibility. It openly showed that the Russian side wants to hush up the issue, and this, of course, reflects no honor on anyone.”

“First, the Russian side must apologize to Azerbaijan. Second, it must admit its guilt. Third, those responsible must be punished, brought to criminal responsibility, and the Azerbaijani state, the affected passengers and crew members must be paid compensation.”

Russian President Vladimir Putin apologized to Aliyev by telephone on Saturday for the “tragic incident” near Grozny but refused to accept responsibility.

The plane was diverted from its Grozny, Chechnya destination midflight and crashed near Aktau in southwestern Kazakhstan, about 270 miles across the Caspian Sea.

Aviation experts have said said the visible damage to the aircraft and sustained by passengers inside the plane was more consistent with an impact of shrapnel from a small surface-to-air missile such as the Pantsir system that Russia uses.
