Not to diminish the loss of life in NO, but the opportunities for terrorists, especially if military trained, are on a much higher scale. Driving a car through a crowd is one thing but mass transportation, large building, bridges, pipelines can have much higher death tolls and impact on the infrastructure. With an open border, the possibility exists for military grade weapons to enter the country. Couple this with a much less competent government...
