Elon wants to stop negativity that people later regret. Probably he regrets when he turned his volume on 11 with his second Tropic Thunder reference to a guy who was clearly trying to be a helpful citizen and pitch an idea that's worth consideration for optimization of work visas.

I doubt Elon regrets for a moment the first time he used the Tropic Thunder response to Thierry Breton.

I doubt the people recommending that post bashing Thune's remarks will ever regret being "negative" against the GOP Senate's lack of full support of Trump's nominees.

So I think that comment (below Thune's) is negativity that is going to be unregretted - especially if it helps to get the GOP Senate back in their lane of supporting and representing the peoples' will, as shown by what happened in the election. It's not an either/or situation all the time.

That's clearly negativity, or unregretted user time.

In this case, That's clearly negativity AND unregretted user time, IMO.

Who knows what other people regret? People move on and don't usually go back and downvote later, so feedback on that sentiment might be hard to determine.
