On paper what you say is correct. But China's foreign policy suggests otherwise. They buy themselves into strategic locations. For a price though.

Over 30k died building the canal. We paid for it. Probably a trillion we've lost since Jimmy Carter sold it for $1.

Your really want China getting a foothold there?
