Teddy Roosevelt signed the Hay-Bunau-Varilla Treaty in 1903, which granted the U.S. rights and powers to construct and operate the Canal and to establish a canal zone. It gave the U.S. the rights to the land surrounding the Canal. Carter gave that away.
