Why didn't those trash cans melt? Obviously the fire was not that hot at this location, because of all the mortar in the area around them.

If that statement is true, then there shouldn't be anything built in that area. But it's not true, there is a lot more that they can do to fire proof. By insuring that sufficient water was available, which they have a whole ocean of it at their door step.

The big problem is how they spend their money.
