Easy Peazy. You get rid of 90% of the requirement.

Cancel the Patriot Act and all the paraphernalia that goes with it.

At a stroke we would be getting more competitive with China, etc, etc, and not pi**ing money, effort, talent, and importantly time away.

Allow citizens to live private lives, without all the surveillance. It used to be that way, and it would make the citizens happier, and more loyal to the State.

That would get rid of most of the bs surrounding the need for "A.I." Review what demand (products, services, sans surveillance State) is likely to be in the future, and arrange a copious supply of that. 20 years from now the country would be cashing in and USA citizens will be sporting $1000 bills in their hat bands.

How much CO2 would that save??
