Just going by the video record:

In the UK that would classify as a Road Accident. Thus it would need to be reported to the police and the drivers insurance company withing 24 hours. It would not be a good idea to try and skip that process, especially if the video was known to exist.

A seasoned criminal, or indeed an ordinary citizen, would be schooled with the opening remarks like "Are you OK, shall I call a doctor, you should get a check up at least".

If the driver was a smart businessman he would have produced a number of high denomination bank notes "to cover the cost of fixing the bike" and followed up with a sincere sounding apology as one could muster. Could of saved money that way.

However, the drivers attitude failed him in the crisis of the moment.

The drivers auto insurance company would help him with his attitude. As soon as the offence is logged onto his driving record, most normal insurance companies would probably refuse him insurance flat out on renewal ... just for having the offence logged on his record, even in the absence of any video.

He would then have to resort to specialist insurance companies that deal with drivers with that have black marks on their driving record. These specialist insurers are commonly referred to as criminals in the rates they charge. An unfair assessment, but do tend to be the guys who like to drive really really fancy cars. They have pay for auto insurance too -g-

I am confident the Cold Coast Bulletin's statement that the driver "regrets the incident" is an accurate one.
