Hmmm.

"Loans" are a way to bypass this, no?

Like those that the genius USA gives but never get paid back so they're effectively a grant ...

...the guidance could open the US government to civil liability from lawsuits over unfulfilled contracts if the terms are deemed to have been violated...


It's a pause, not necessarily a renege.

I wonder if any of the terms state anything about "timely payments"?
