They are especially "not going to sit on raw cash" if they do not have the cash. And all but 5% of the cash is already invested--and in many funds it must be lower than that since that is an average.

But any time an investor wants some of that "raw cash" the investor has the right to it, on demand.

What is it that leads you to think that a British news agency, Reuters, is interested in misleading American investors? Would you say that Saddam Hussein had something to do with it? Or perhaps it is Monica Lewinsky's lawyer who is behind it?
