So the FDA, CDC et. al under Biden failed in it's primary mission?
Are you saying they failed their primary mission of preventing sick chickens and/or bird flu? I think sick chicken slaughter followed by growing chickens sequestered in closed buildings is what is used today, so FDA, etc. do not fail in that primary mission. I was just pointing out a way that chickens might be vaccinated against bird flu instead.
