My thought is that the technology finally exists to uncover it. It became so convoluted, either by design or accident, that it couldn't ever be unwound without AI. Now this admin needs to perform surgery on it, cut out the waste and graft, but don't kill the patient. The country needs an intelligence agency, just not one that runs the country from the shadows and bleeds the treasury dry, but serves and protects it.
