Every major business has done away with it, all for the same reason: It is a ripoff for the employer. Even Amazon gave up the ghost on it, and they had a more-or-less perfect home-work setup. Productivity sucks. A person working at an office is more valuable than one working at home. No business credibly believes otherwise at this point. As to whether they're needed, they clearly aren't. Why do we need 3,000 USDA Grain Inspectors?
