The judge has made a political TRO, but the administration must obey it to the extent that funds appropriated for specific uses, like earmarks, must continue payments unabated. However, most of the waste and abuse we've seen from USAID were not specifically appropriated by congress. For example, no congressman specifically voted to give $30 million for sex changes in Uzbekistan. Those kind of payments are managed by the administration, not congress, and are the responsibility of the administration.
