There are different interpretations of how the Hannibal directive should be used or applied and honestly, it depends on the situation. You have posted the extreme case of the directive. I am not going to justify the use of violence to kill terrorists at the expense of Israeli soldiers being taken hostage. The rationale behind applying the extreme case of the directive is that given how many of the hostages will be killed anyways by the terrorists and others permanently damaged while Israel will have to release many terrorists to receive their hostages back, that it is not worth it. Ok, there you have it. I just justified it. Do I support it? No, not unconditionally. It depends on the situation; it is always a judgement call.

It is in principle no different what the US has to go through in a hostage situation. Do you give in to the demands of the hostage takers or do you make tactical moves to kill the hostage takers without trying to hurt or kill the hostages? As you know, sometimes these operations backfire and the hostages die anyway. The situation is more severe in Israel due to the war conditions and the immense brutality of Hamas. My point is that US authorities have fired at the hostage takers while there were hostages inside or captured.

There is no question there are very serious moral issues here.

The mainstream or moderate application of the Hannibal directive does not involve killing Israeli soldiers, but any kind of counterattack always risks the death of the hostages.
